Proactive Disclosure

The Government of Canada is working hard to improve the proactive disclosure of information so that Canadians are better able to hold Parliament, the government and public-sector officials accountable.

Travel and Hospitality Expense Reports

On December 12, 2003, the Government of Canada released the Guide for Ministers and Ministers of State and Guidelines for Ministers' Offices, which stipulate that all travel and hospitality expenses for Ministers, Ministers of State, Parliamentary Secretaries, and their exempt staff will be provided on institutional Web sites. In line with this commitment, the requirement also extends to senior level Government of Canada employees.

Reporting shall be on a quarterly basis, corresponding to pre-determined periods. Information must be posted online within thirty days of the end of each reporting period.

Contracts

On March 23, 2004, as part of the 2004 Budget, the Government of Canada committed to "publicly disclosing all contracts entered into by the Government of Canada for amounts over $10,000, with only very limited exceptions, such as national security. Responsibilities

CCOHS' mandate is to promote health and safety in the workplace and to enhance the physical and mental health of workers in Canada and is governed by a tripartite council representing governments (federal, provincial and territorial), employers, and labour organizations.

As Canada’s national occupational health and safety resource, CCOHS is dedicated to the advancement of workplace health and safety. It does this by providing information and knowledge transfer services; education and online courses; cost-effective tools for improving occupational health and safety performance; management systems services supporting health and safety programs; injury and illness prevention initiatives and promoting the total well-being – physical, psychosocial and mental health – of working people.

CCOHS is a recognized leader in providing effective programs, products and services, which are based on the Centre’s core knowledge, collection of occupational health and safety information, and application of information management technologies.

CCOHS’ tripartite Council of Governors assists in overseeing a policy framework for a trustworthy and complete occupational health and safety service that reflects the joint perspectives of government, labour and employers. Council members are directly involved in the policy, governance and strategic planning for the organization. They also assist with reviews of programs and services to help ensure that the information is impartial and relevant.

CCOHS has a broad range of collaborative arrangements with many national and international health and safety organizations. These include the International Labour Organization (ILO), the Mental Health Commission of Canada, the Radiation Safety Institute of Canada, CAREX Canada, World Health Organization (WHO), North American Occupational Safety and Health Week, European Agency for Safety and Health at Work, and Health Canada.

Collaborative projects serve many purposes at CCOHS. They are opportunities to enhance CCOHS’ occupational health and safety information resources, and allow CCOHS to access and share knowledge and global perspectives. This collaboration among nations serves to promote the sharing of information and knowledge for social and economic programs relating to health and safety, to reduce injuries and illness, and improve conditions for workers. They also contribute to Canada's leadership role in the world and bring the wealth of global occupational health and safety information for use by CCOHS to benefit and to improve the health and safety of working people in Canada.

Institutional Functions, Programs and Activities

Strategic Outcome: National Occupational Health and Safety Resource.

Program: Occupational health and safety information and services.

The goal of this public service program is to provide free information related to occupational health and safety to support Canadians in their efforts to work safety and create healthy and safe workplaces. Citizens are provided information through a free and impartial personalized service via telephone, e-mail, person-to-person, or mail. Alternatively, they can independently access a broad range of electronic and print resources developed to support safety and health information needs of Canadians. This may include cost recovery products and services and is supported financially by contributions from various stakeholders. CCOHS collects, evaluates, creates and publishes authoritative information resources on occupational health and safety for the benefit of all working Canadians. This information is used for educational purposes, research, development of policy and best practices, improvement of health and safety programs, achieving compliance, and for personal use. CCOHS promotes and facilitates consultation and cooperation among federal, provincial and territorial jurisdictions and participation by labour, management and other stakeholders in the establishment and maintenance of high standards and occupational health and safety initiatives for the Canadian context. The sharing of resources results in the coordinated and mutually beneficial development of unique programs, products and services.

  • Class of Individuals: Any individual that contacts the Canadian Centre for Occupational Health and Safety (CCOHS) for information.
  • Purpose: This information is used to process and respond to requests received by CCOHS. Non-identifying information is used for the purpose of statistical analysis of the program.
  • Consistent Uses: The client may be asked to evaluate the service/program received from CCOHS for the purpose of program evaluation and/or improving customer service. A third party company may conduct the customer satisfaction surveys on behalf of CCOHS. They are required to keep the information confidential.

Internal Services

Internal services constitute groups of related activities and resources that are administered to support the needs of programs and other corporate obligations of an organization. These groups are management and oversight services, communications services, legal services, human resources management services, financial management services, information management services, information technology services, real property services, materiel services, acquisition services, and travel and other administrative services. Internal services include only those activities and resources that apply across an organization and not to those provided specifically to a program.

Acquisition Services

Acquisition services involve activities undertaken to acquire a good or service to fulfill a properly completed request (including a complete and accurate definition of requirements and certification that funds are available) until entering into or amending a contract.

Communications Services

Communications services involve activities undertaken to ensure that Government of Canada communications are effectively managed, well coordinated and responsive to the diverse information needs of the public. The communications management function ensures that the public—internal or external—receives government information, and that the views and concerns of the public are taken into account in the planning, management and evaluation of policies, programs, services and initiatives.

Financial Management Services

Information technology services involve activities undertaken to achieve efficient and effective use of information technology to support government priorities and program delivery, to increase productivity, and to enhance services to the public.

Legal Services

Legal services involve activities undertaken to enable government departments and agencies to pursue policy, program and service delivery priorities and objectives within a legally sound framework.

Management And Oversight Services

Management and oversight services involve activities undertaken for determining strategic direction and allocating resources among services and processes, as well as those activities related to analyzing exposure to risk and determining appropriate countermeasures. Materiel services involve activities undertaken to ensure that materiel can be managed by departments in a sustainable and financially responsible manner that supports the cost-effective and efficient delivery of government programs.

Real property services involve activities undertaken to ensure that real property is managed in a sustainable and financially responsible manner, throughout its life cycle, to support the cost-effective and efficient delivery of government programs.

Travel and Other Administrative Services

Travel and other administrative services include Government of Canada travel services, as well as those other internal services that do not smoothly fit with any of the internal services categories.
